GB50300-2001PREFACEThisstandardiscompiledpursuanttothe“NoticeofIssuingthe1998FormulationandAmendmentPlanforNationalStandardsonEngineeringConstruction(secondbatch)”(JianBiao[1998]No.244)oftheMinistryofConstruction,bytheChineseResearchInstituteofBuildingSciencewithjointeffortsofappropriateorganizationsincludingtheProjectConstructionQualitySupervisionDivisionoftheChineseBuildingIndustryAssociation.Duringcompilationofthisstandard,thecompilationgroupmadeextensiveinvestigationandstudy,summedupthepracticalexperienceofourcountryintheconstructionqualityacceptanceofbuildingengineering,adheredtotheguidingideologyof“separateacceptanceandassessment,strengthenacceptance,improvemeasuresandperformin-processcontrol”,andwidelysolicitedcommentsfromappropriateorganizations.ThedraftwasreviewedandfinalizedinOctober2000bytheMinistryofConstruction.Thiscompilationistocombinethecodesforconstructionandacceptanceofbuildingengineeringandthestandardsforinspectionandassessmentofengineeringqualitytoformanewsystemofengineeringqualityacceptancecodes,aimingtounifytheacceptancemethods,qualitystandardsandprocedures.Thisstandarddefinestheunifiedguidelinesforthecompilationofconstructionacceptancecodesforeachdisciplineofbuildingengineering,andthequalitystandards,contentsandproceduresforunitworks.Constructionsitequalitymanagementandqualitycontrolrequirementsareaddedforbuildingengineering.Thesamplingschemerequirementisproposedforthequalityinspectionofinspectionlots.Thestandardhasdefinedthedivisionofsub-unitandsub-portionedworksintheconstructionqualityacceptanceofbuildingengineering,andthewitnesssamplingandsampletestinginrelationtosafetyandmajorutilizationfunctionsofbuildingengineering.Thecodesforacceptanceofconstructionqualityforeachdisciplineinconstructionworksmustbeappliedincombinationwiththisstandard.Thisstandardwilllikelybesubjecttopartialrevision,theinformationandcontentofwhichwillbepublishedinthe“StandardizationforProjectConstruction”magazine.Inthisstandard,articleshighlightedinboldlettersaremandatoryarticles,whichmustbeexecutedinastrictmanner.Inordertoimprovethequalityofthisstandard,allusersofthisstandardarerequestedtopayattentiontoaccumulatingdataandsummingupexperienceinthecourseofexecutingthestandard.Incaseofneedforrevisionandsupplementidentified,pleasesendyourcommentsandappropriatedatatotheNationalCenterofQualitySupervisionandInspectionofBuildingEngineeringattheChineseResearchInstituteofBuildingScience(address:30EastSanhuanRoad,Beijing,100013)forreferenceinthefuture—2—

GB50300-2001Forqualitymanagementattheconstructionsite,inspectionandrecordscanbemadeaccordingtotherequirementofAppendixA.3.0.2Constructionqualitycontrolforbuildingengineeringshallbeexercisedinaccordancewiththefollowingstipulations:1.Mainmaterials,halffinishedproducts,finishedproducts,buildingcomponentsandaccessories,apparatusesandequipmenttobeusedinbuildingengineeringshallbesubjecttositeinspection.Productsinvolvedinsafetyandfunctionsshallbesubjecttore-inspectionincompliancewithacceptancecodesofengineeringqualityofeachdiscipline,andtotheinspectionandapprovalofsupervisionengineers(owner’stechnicalresponsiblepersonnel).2.Eachconstructionstepshallbesubjecttoqualitycontrolinaccordancewiththeconstructiontechnicalstandards,andeachconstructionstepshallbeinspectedafteritscompletion.3.Hand-overinspectionshallbeconductedbetweeninterrelateddisciplinarycategoriesofwork,withinspectionrecordsproperlyestablished.Itisnotallowedtoproceedtothesucceedingconstructionstepuntiltheprecedingstephasbeeninspectedandapprovedbysupervisionengineers(owner’stechnicalresponsiblepersonnel).3.0.3Theconstructionqualityofbuildingengineeringshallbesubjecttoacceptanceinspectionasrequiredbelow:1.Theconstructionqualityofbuildingengineeringshallbeincompliancewiththestipulationsofthisstandardandacceptancecodesofrelevantdisciplines.2.Constructionofbuildingengineeringshallmeettherequirementsoftheengineeringsurveyanddesigndocuments.3.Allthemembersparticipatinginthequalityacceptanceofbuildingengineeringshallpossessappropriatequalifications.4.Acceptanceinspectionofengineeringqualityshallbeconductedonthebasisoftheconstructioncontractor’sowninspectionandassessment.5.Beforeconcealingofconcealedworks,theconstructioncontractorshallnotifyrelevantunitstocarryouttheacceptanceinspection,andestablishacceptancedocuments.6.Testcoupons,testpiecesandrelevantmaterialsinvolvedinstructural—8—
GB50300-2001safetyshallbesubjecttowitnesssamplingtestasrequired.7.Thequalityofinspectionlotsshallbesubjecttoacceptanceaccordingtodominantitemsandgeneralitems.8.Importantportionedworksinvolvedinstructuralsafetyandutilizationfunctionsshallbesubjecttosampletesting.9.Unitsundertakingthewitnesssamplingtestandstructuralsafetytestshallpossessrespectivequalifications.10.Theappearancequalityofengineeringshallbesubjecttositeinspectionbyacceptancepersonnelandconfirmedjointly.3.0.4Thesamplingschemeforthequalityinspectionofinspectionlotsshallbechosenfromthefollowingaccordingtothecharacteristicsofinspectionitems:1.Samplingschemesofmeasuring,counting,ormeasuring-counting.2.Singlesampling,doublesamplingandmultiplesamplingschemes.3.Accordingtothesituationofproductioncontinuityandproductioncontrolstability,theadjustedsamplingschememayalsobeadopted.4.Forimportantinspectionitems,whenasimpleandquickinspectionmethodisadopted,thefullquantityinspectionschemecanbeselected.5.Inspectionschemesthatareprovedeffectivebypracticalexperience.3.0.5Duringformulationofthesamplingschemeforinspectionlots,theproductionparty’srisk(probabilityforerroneousjudgmentα)andtheutilizationparty’srisk(probabilityforneglectingjudgmentβ)canbespecifiedasfollows:1.Dominantitem:bothαandβcorrespondingtotheacceptablequalitylevelshouldnotexceed5%.2.Generalitem:correspondingtotheacceptablequalitylevel,αshouldnotexceed5%andβshouldnotexceed10%.—9—
GB50300-20014DivisionforQualityAcceptanceofBuildingEngineering4.0.1Inthequalityacceptance,thebuildingengineeringshallbedividedintounit(sub-unit)works,portioned(sub-portioned)works,itemizedworksandinspectionlot.4.0.2Divisionofunitworksshallbedefinedaccordingtothefollowingprinciples:1.Abuildingorstructurethatpossessesindependentconstructionconditionsandiscapableofformingindependentutilizationfunctionsshallbetakenasaunitwork.2.Foraunitworkwithalargebuildingscale,thepartthatiscapableofformingindependentutilizationfunctionscanbetakenassub-unitwork.4.0.3Divisionofportionedworksshallbedefinedaccordingtothefollowingprinciples:1.Divisionofportionedworksshallbedefinedaccordingtothedisciplinarynatureandlocationsinbuilding.2.Whentheportionedworkislargeorcomplex,itcanbedividedintoseveralsub-portionedworksaccordingtothecategoryofmaterials,characteristicsofconstruction,constructionprocedures,disciplinarysystemandclassification.4.0.4Itemizedworksshallbedividedaccordingtotheirmajorlaborcategory,material,constructionprocessandequipmentclassification.Portioned(sub-portioned)worksanditemizedworksofbuildingengineeringcanbedividedinaccordancewithAppendixBofthisstandard.4.0.5Itemizedworksmayconsistofoneorseveralinspectionlots,andtheinspectionlotsmaybedividedaccordingtothefloor,constructionsectionanddeformationjointconsideringtherequirementsofconstructionandqualitycontrolaswellasdisciplinaryacceptance.4.0.6Exteriorworksmaybedividedintounit(sub-unit)worksaccordingtothedisciplinarycategoryandtheengineeringscale.Exteriorunit(sub-unit)worksandportionedworksmaybedividedinaccordancewithAppendixCofthisstandard.—10—
GB50300-20015QualityAcceptanceofBuildingEngineering5.0.1Theacceptablequalityofinspectionlotsshallbeincompliancewiththefollowing:1.Thequalityofdominantitemsandgeneralitemsisdeemedacceptablebysampletesting.2.Completeconstructionoperationbasisandqualityinspectionrecordsareavailable.5.0.2Thesuccessfulqualityacceptanceofitemizedworksshallbeincompliancewiththefollowing:1.Alltheinspectionlotscontainedintheitemizedworksareincompliancewiththestipulationsforacceptablequality.2.Thequalityacceptancerecordsfortheinspectionlotscontainedintheitemizedworksshallbecomplete.5.0.3Thesuccessfulqualityacceptanceofportioned(sub-portioned)worksshallbeincompliancewiththefollowing:1.Alltheitemizedworkscontainedintheportioned(sub-portioned)workshavebeendeemedacceptableforqualityacceptance.2.Thequalitycontroldatashallbecomplete.3.Safetyandfunctionrelatedtestingandsampletestingresultsforportionedworksofgroundfoundations,principalstructuresandequipmentinstallationshallmeetrelevantregulations.4.Theappearancequalityacceptanceshallmeetrequirements.5.0.4Thesuccessfulqualityacceptanceofunit(sub-unit)worksshallbeincompliancewiththefollowing:1.Alltheportioned(sub-portioned)workscontainedintheunit(sub-unit)workshavebeendeemedacceptableforqualityacceptance.—11—
GB50300-20012.Thequalitycontroldatashallbecomplete.3.Thesampletestingresultsofmajorfunctionitemsshallmeetthequalityacceptancecodesofrespectivedisciplines.4.Theappearancequalityacceptanceshallmeetrequirements.5.0.5Thequalityacceptancerecordsofbuildingengineeringshallcomplywiththefollowing:1.ThequalityacceptanceforinspectionlotsmaybeconductedaccordingtoAppendixDofthisstandard.2.ThequalityacceptanceforitemizedworksmaybeconductedaccordingtoAppendixEofthisstandard.3.Thequalityacceptanceforportioned(sub-portioned)worksmaybeconductedaccordingtoAppendixFofthisstandard.4.Thequalityacceptance,checkingofqualitycontroldata,checkingofsafetyandfunctioninspectiondata,mainfunctionspot-checkrecords,andtheappearancequalityinspectionshallbeincompliancewithAppendixGofthisstandard.5.0.6Intheeventthequalityofbuildingengineeringdoesnotmeetrequirements,treatmentshallbeperformedaccordingtothefollowingstipulations:1.Inspectionlotsafterre-doorchangeofapparatusesandequipmentshallbesubjecttore-acceptance.2.Inspectionlotsidentifiedtomeetthedesignrequirementthroughtestingandidentificationbyanofficialtestingorganizationwithrespectivequalificationshallbeaccepted.3.Inspectionlots,forwhichthetestingidentifiesthatthedesignrequirementisnotmet,butwiththere-calculationoftheoriginaldesignunittherequirementsofstructuralsafetyandutilizationfunctionsarestillsatisfied,canbeaccepted.4.Foritemizedandportionedworksafterrepairorreinforcingtreatment,withwhichalthoughthestructuraldimensionshavebeenchanged,theutilizationsafetyrequirementcanstillbemet,acceptancecanbemadeaccordingtothetechnicaltreatmentschemeandnegotiateddocuments.5.0.7Itisforbiddentoacceptportionedworksandunit(sub-unit)workswhich,evenafterrepairandreinforcingtreatment,cannotmeettherequirementof—12—
GB50300-2001utilizationsafety.6ProceduresandOrganizationsforBuildingEngineeringQualityAcceptance6.0.1Forinspectionlotsanditemizedworks,thesupervisionengineer(theowner’sprojectresponsibleperson)shallorganizethededicatedquality(technical)responsiblepersonneletctoconducttheacceptance.6.0.2Forportionedworks,thechiefsupervisionengineer(theowner’sprojectresponsibleperson)shallorganizetheconstructioncontractor’sprojectresponsiblepersonandprojecttechnicalandqualityresponsiblepersonneletctoconducttheacceptance.Forgroundfoundationandprincipalstructureportions,theengineeringprojectresponsiblepersonnelofthesurveyandthedesignunitsandtheresponsiblepersonneloftheconstructioncontractor’stechnicalandqualitydepartmentsshallalsoparticipateintheacceptanceofrespectiveportionedworks.6.0.3Aftercompletionofunitworks,theconstructioncontractorshallorganizeappropriatepersonneltoconductaselfinspectionandmakeassessment,andsubmittheengineeringacceptancereporttotheowner.6.0.4Uponreceiptoftheengineeringacceptancereportbytheowner,theowner’s(project)responsiblepersonnelshallorganizethe(project)responsiblepersonneloftheconstructioncontractor(includingsub-contractor),thedesignunitandthesupervisionunittoconducttheacceptanceofunit(sub-unit)works.6.0.5Intheeventofconstructionbyasub-contractorintheunitworks,thesub-contractorshallmakeinspectionandassessmentontheprojectitisundertakinginaccordancewiththeproceduresspecifiedinthisstandard,andthegeneralcontractorshalldispatchtheirpersonneltoparticipate.Aftercompletionofthesub-contractedworks,relevantengineeringdatashallbesubmittedtothegeneralcontractor.6.0.6Intheeventtheparticipatingpartiesoftheacceptancehavedifferentopinionsonthequalityacceptanceofbuildingengineering,thelocalcompetentauthoritiesofconstruction,ortheconstructionqualitysupervisionorganmayassistinthecoordinationandsolution.—13—

GB50300-20015.0.4Thequalityacceptanceforunitworks,alsocalledfinalacceptanceofquality,isthelastandthemostimportantacceptancebeforethebuildingengineeringisputinservice.Therearefiveconditionsforsuccessfulacceptance:inadditiontotherequirementsthateachandeveryportionedworksconstitutingtheunitworksshallbeacceptableandthatappropriatedatadocumentsshallbecomplete,inspectionsmustbecarriedoutinthefollowingaspects.Portionedworksrelatingtosafetyandutilizationfunctionsshallbesubjecttore-checkingofinspectiondata.Itisrequirednotonlytochecktheircompletenessinanall-aroundmanner(withoutomittinganyinspectionormissinganyitems),butalsotore-checkthetestreportofthesupplementarywitnesssamplingtestfortheportionedworksduringacceptance.Thisstrengthenedacceptancemeansreflectstheimportanceattachedtosafetyandmajorutilizationfunctions.Additionally,majorutilizationfunctionsmustbesubjecttospotcheck.Inspectionofutilizationfunctionsisacomprehensiveinspectionofthebuildingengineeringandthefinalqualityofinstallationengineering.Itisalsothemattertheuserismostlyconcernedabout.Therefore,acomprehensiveinspectionshallbeconductedatthefinalacceptanceonthebasisthattheacceptanceofitemizedandportionedworkshasbeendeemedacceptable.Spot-checkitemsareagreeduponbythepersonnelofallparticipatingpartiesoftheacceptancebasedontheinspectiondatadocuments,withtheinspectionpartsdeterminedbythesamplingmethodofmeasuringandcounting.Suchinspectionsarerequiredtobeconductedincompliancewiththerequirementsoftheacceptancestandardsforconstructionqualityofappropriatedisciplinaryengineering.Last,anappearancequalityinspectionmustbeconductedjointlybythepersonnelofallparticipatingpartiesoftheacceptance.Theinspectionmethods,contentsandconclusionshavebeendescribedintherespectivepartsofportionedworks.Adecisionismadeintheendastowhethertheacceptanceisdeemedsuccessful.5.0.5FormD,FormEandFormFaretheacceptancerecordsheetsrespectivelyforinspectionlots,itemizedworksandportioned(sub-portioned)works.Theyaremainlyintendedtostandardizethebasicformats,contentsandmodesforreferenceinthecompilationofdisciplinarycodes,thespecificcontentofwhichshallbespecifiedineachdisciplinarycode.FormGisthequalityacceptancerecordsheetforunitworks.5.0.6Thisarticleprovidesthetreatmentmethodstobeadoptedwhenthequalitydoesnotmeettherequirement.Generallynon-conformancesshallbeidentifiedandtimelytreatedatthemostbasicinspectionunit–inspectionlot,otherwise,theywillaffecttheacceptanceofsucceedinginspectionlotsandrelateditemizedworksandportionedworks.Thereforeallhiddenhazardsofqualitymustbeeliminatedasearlyaspossiblewhiletheycomeintobeing.Thisisthereflectionoftheprincipleofthisstandardtopromotein-processcontrolbystrengtheningtheacceptance.Treatmentonabnormaloccasionsfallsintothefollowingfourcases:Thefirstcasereferstoinspectionlotswithwhich,duringtheacceptance,thedominant—45—
GB50300-2001itemscannotmeettheacceptancecodes,orthesub-itemsofthegeneralitemsexceedingthedeviationlimitdonotcomplywiththespecifiedrequirementsforinspection,whichshallbetreatedinatimelymanner.Seriousdefectsshallrendertheinspectioninvalid.Incaseofgeneraldefects,afterresolutionbymeansofrenovationorchangeofapparatusesandequipment,theconstructioncontractorshallbeallowedtore-conducttheinspectionfollowingrespectivemeasures.Iftheinspectionlotcanmeettheacceptancecodesforrespectivedisciplinaryengineeringquality,itshallbedeemedacceptable.Withthesecondcase,whenthetestcouponstrengthofindividualinspectionlotisidentifiedtounabletomeettherequirementanditisdifficulttodecidewhethertheacceptanceshouldbemade,anofficialtestingorganizationwithrespectivequalificationshallbeinvitedtoconductthetest.Whenthetestresultscanmeetthedesignrequirement,theinspectionlotshallstillbedeemedacceptable.Withthethirdcase,ifthetestingidentifiesthatthedesignrequirementisnotmet,butwiththere-calculationoftheoriginaldesignunittherequirementsofstructuralsafetyandutilizationfunctionsarestillsatisfied,theinspectionlotmaybeaccepted.Generallycodesandstandardsprovidetheminimumlimittomeettherequirementofsafetyandfunctions,whilethedesignusuallyleavessomeallowanceonthebasisoftheabovelimit.Failuretomeetthedesignrequirementandcompliancewithcodesandstandardsdonotconflict.Withthefourthcase,moreseriousdefectsordefectsexceedingtherangeoftheinspectionlotmayaffectthestructuralsafetyandutilizationfunctions.Ifanofficialtestingorganization,aftertestingidentification,hasdeemedthatthequalitycannotmeettherelevantrequirementofcodesandstandards,thatis,failuretomeettheminimumsafetyreserveandutilizationfunctions,reinforcingtreatmentmustbemadeaccordingtoappropriatetechnicalschemessothatthebasicrequirementforutilizationsafetycanbeguaranteed.Suchtreatmentwillresultinsomepermanentdefectssuchaschangeofstructuraldimensions,thusinfluencingsomeminorfunctions.Inordertoavoidfurtherlossofsocialwealth,undertheconditionthatsafetyandmajorutilizationfunctionswillnotbeimpacted,acceptancecanbemadeaccordingtothetechnicalschemefortreatmentandnegotiateddocuments.Insuchcase,itisworthyofparticularattentionthatthepartyliableshallassumeeconomicresponsibilitiesbutmaynotregardthisarrangementasanapproachtobelittlequalityandescaperesponsibility.5.0.7Intheeventseriousdefectsexistwithportionedworksandunit(sub-unit)works,andevenafterrepairandreinforcingtreatmenttheycannotmeettherequirementofutilizationsafety,itisforbiddentomakeacceptance.6ProceduresandOrganizationsforEngineeringQualityAcceptance—46—
GB50300-20016.0.1Inspectionlotsanditemizedworksarethebasisofbuildingengineeringquality,soallinspectionlotsanditemizedworksshallbesubjecttoacceptanceorganizedbysupervisionengineersandowner’sprojecttechnicalresponsiblepersonnel.Priortoacceptance,theconstructioncontractorshallfillupthe“QualityAcceptanceRecordsforInspectionLotsandPortionedWorks”(leavingthesupervisionrecordandconclusioninblank),withtheprojectdisciplinequalityinspectorandtheprojectdisciplinetechnicalresponsiblepersonsigninginappropriatecolumnsrespectivelyintheinspectionlotandportionedworksqualityinspectionrecords.Thesupervisionengineershallthenorganizetoconductacceptancestrictlyaccordingtothespecifiedprocedures.6.0.2Thisarticlespecifiestheorganizerandappropriateunitsandpersonnelparticipatingintheacceptanceofportioned(sub-portioned)works.Engineeringsupervisionshallbecarriedoutadoptingthechiefsupervisionengineer’sresponsibilitysystem;therefore,forportionedworks,thechiefsupervisionengineer(theowner’sprojectresponsibleperson)shallorganizetheconstructioncontractor’sprojectresponsiblepersonandprojecttechnicalandqualityresponsiblepersonsaswellasappropriatepersonneltoconducttheacceptance.Asthemaintechnicaldataandqualityproblemsofgroundfoundationsandprincipalstructuresareunderthecontrolofthetechnicalgroupandthequalitygroup,itispracticaltospecifythattheresponsiblepersonsoftheconstructioncontractor’stechnicalandqualitydepartmentsshallparticipateintheacceptance.Asthegroundfoundationsandprincipalstructureshavestringentrequirementoftechnicalperformance,aretechnology-intensiveandrelatetothesafetyofthewholeproject,itisspecifiedthattheprojectresponsiblepersonnelofthesurveyanddesignunitsoftheseportionedworksshallalsoparticipateintheengineeringqualityacceptanceofrelevantportions.6.0.3Thisarticlespecifiesthataftercompletionofunitworks,theconstructioncontractorshallfirstorganizeappropriatepersonneltoconductaselfinspectionaccordingtothequalitystandardsanddesigndrawings,andmakeassessmentontheinspectionresults.Aftertherequirementsaremet,theconstructioncontractorshallsubmittheengineeringacceptancereportandcompletequalitydatainformationtotheowner,requestingtheownertoorganizetheacceptance.6.0.4Thisarticlespecifiesthatthequalityacceptanceofunitworksshallbeorganizedbytheowner’sresponsiblepersonnelorprojectresponsiblepersonnel.Asthedesign,constructionandsupervisionunitsareallresponsibilityparties,theresponsiblepersonnelorprojectresponsiblepersonnelofthedesignandtheconstructionunits,thetechnicalandqualityresponsiblepersonneloftheconstructioncontractorandthechiefsupervisionengineerofthesupervisionunitshallallparticipateintheacceptance.(Althoughthesurveyingunitisalsoaresponsibilityparty,becauseit—47—
GB50300-2001hasparticipatedinthegroundfoundationacceptance,itcanbeexcusedfromattendingtheacceptanceofunitworks.)Withinaunitwork,theownermayorganizetheacceptanceofasub-unitworkthathasmettherequirementofproductionorconditionsofutilization,forwhichtheconstructioncontractorhasperformedpre-acceptanceandthesupervisionengineerhasperformedpreliminaryacceptancesuccessfully.Intheeventofunitworksconstructedbyseveralconstructioncontractors,whenoneoftheconstructioncontractorshascompletedthesub-unitworksunderitsresponsibilityaccordingtothedesign,aftertheselfinspectionbythecontractor,itisalsoallowedtoorganizetheofficialacceptanceaccordingtothespecifiedprocedures,andgothroughthehand-overformalities.Whenthewholeunitworksareunderacceptance,theacceptancedataforthepreviouslyacceptedsub-unitworksshallbetakenasattachmentsfortheacceptanceoftheunitworks.6.0.5Thisarticlespecifiesthequalityresponsibilityandacceptanceproceduresofthegeneralcontractorandsub-contractors.Asthepartiestothe“BuildingEngineeringContract”aretheownerandthegeneralcontractor,thegeneralcontractorshallassumeresponsibilitiestotheowneraccordingtotherightsandobligationssetforthinthecontract.Sub-contractorsshallassumeresponsibilitiestothegeneralcontractoraswellastotheowner.Therefore,whensub-contractorsareperforminginspectionontheprojectstheyhavecontracted,thegeneralcontractorshallalsoparticipate.Aftertheinspectionisdeemedacceptable,thesub-contractorsshallhandoverrelevantdataoftheworkstothegeneralcontractor,andwhentheownerorganizesthequalityacceptanceoftheunitworks,theresponsiblepersonnelofsub-contractorsshallalsoparticipateintheacceptance.6.0.6Thisarticlespecifiesorganizationandcoordinationdepartmentsintheeventofdisagreementintheopinionsonthequalityacceptanceofbuildingengineering.Thecoordinationdepartmentcanbethelocalcompetentauthoritiesofconstruction,oradepartment(unit)withtheirentrustment,oraconsultancyorganizationapprovedbyallparties.6.0.7Thefilingsystemforfinalacceptanceofbuildingengineeringisanimportantmeanstostrengthenthesupervisionandadministrationbythegovernmentandtopreventunacceptableprojectsfromenteringthesociety.Theownershallfilethefinalacceptancedocumentsatthecompetentconstructionauthoritiesofthepeople’sgovernmentabovethecountylevelpursuanttothe“RegulationonBuildingEngineeringQuality”orotherappropriategovernmentauthorities.Otherwise,theprojectisnotallowedtobeputinuse.—48—'
